With the development of the HHO electrolyser, we should be able to create a scuba rig that will allow people to live under 20′-50′ of water for a week at a time if desired, including sleeping. We are not ideally suited for high pressure environments, but building sun igloos above a frozen ocean layer would protect us from radioactive exposure, and breaking the water would allow us both new oxygen and hydrogen fuel.
The sun could be blocked at the apex of the ionosphere we could using Skye Tape (mylar hydrogen rafts that are linked together). These could be dropped into place from space orbit if their material is strong enough to withstand a vacuum. They could be plucked into space using an aerial spacecraft that is capable of snagging a netting at high altitude, if they can form a wind tolerant structure that keeps them from tearing or beating as they follow (that is parachute-like but not air damming). Land fauna would then begin to die, and the top ocean layer would freeze. The frozen land would contain seeds of plant life which might be preserved in the ice. Cleaning the nuclear fallout and radiation from the atmosphere and Earth surface could then be done over time by using genetically engineered biological machines that are proven to be non-lethal to all organisms in the biosphere, are airborne, and will die in intense sunlight. The plankton of the ocean would mostly die out until an unblocking of the sun could be achieved. This would cause a breakdown in most of the food chains of the ocean without method of solar routing- which might be done by means of solar sanctuaries. This would preserve a fraction of the ocean life for repopulation. Perhaps the RAND Corporation or similar group could devise a fast reaction strategy that is sensible given a nuclear holocaust situation. We have been unprepared for decades now. [Fatalism isn’t a Biblical win for conservatives. Sloth is known to be a terrible and deadly sin, and Jesus didn’t even know the hydrogen bomb was possible. Could there be a saint of nuclear disaster prevention?] We have no plan in place that is much better than hiding underground like lower life forms.
